Both simcraft and parses agree that fire, even with the 4.3.2 nerfs, is still above arcane for single target. People through out that arcane is higher, but it's untrue and needs to not be perpetuated. Arcane's main strengths are reliability (not as dependent on RNG) and burst (hence why they are stacked for H-spine where damage in a 30s window is the main component of the fight).

Yep. I just checked out DPS Bot (http://raidbots.com/dpsbot/Overall_DPS/10N/all/14/30/default/#7) and for every single fight in T13, no matter if it's heroic/normal, 25 man/10 man, Top 100 Parses/All Parses, Fire was better than Arcane, often by a significant margin, except for two fights. The first was 10 man heroic Hagara the Stormbinder on All Parses (http://raidbots.com/dpsbot/Hagara_the_Stormbinder/10H/all/14/30/default/#7), but Arcane was only higher than Fire by about 30 DPS, which means that we can attribute this to RNG. The second fight was 25 man heroic Warlord Zon'ozz on All Parses, where Arcane was higher than Fire by about 3k DPS (http://raidbots.com/dpsbot/Warlord_Zon%27ozz/25H/all/14/30/default/#7). Though attributing the second one to RNG is a bit of a stretch, Fire is higher than Arcane in every other incarnation of Warlord Zon'ozz, whether it's on 10 man/25 man, heroic/normal, or Top 100 Parses/All Parses.
