Do mages really need 3 competitive PvE specs?

I've always thought it was stupid that every class and spec aren't equally viable. Every tanking class should be able to tank just as effectively as any other, one healer shouldn't put everyone else to shame, and certain dps classes or specs shouldn't be better than others. I can see making the DPS classes have one spec that's better for pvp, but why shouldn't fire and arcane do the same dps for mages, or marksman beat out survival or beast mastery, or vice versa?
