I play it on the I pad these days and I can't even win against the AI on hard mode.

Isn't Monopoly too much luck based ?

The first one throwing a few doubles buys everything first ...

Monopoly is almost completely completely luck-based. The only skill in it is the skill of persuasion, if you can persuade someone to trade you land for good deals.
