I don't think the trend started with Cata since transmog came late in the game after Cata was released. But I honestly do think that with transmog, the artists have even more incentive to create excellent looking gear. Before, nobody sticks with greens, so there was no use in spending a lot of time making them look special.
When transmog was announced, skeptics were worried that nobody would ever display their new purples if they had the ability to display old content that everyone remembers and loves. But the last tier of gear was widely well received with some claiming they were some of the best sets Blizzard has ever released.
I think that when artists know that the gear they create could potentially be seen for years to come, they'll put a lot more effort into making them look good.
