"Prot pallies [are] cooldown-based and not resource management based"Holy Power has made pallies resource management based, they haven't been cooldown based since Cata launched with the new system. The new vengeance "fixed" most of the problems with holding threat without charges (I don't like Vengeance btw, should just give us hit/exp cap through talents), but you don't really hold threat against other tanks unless you're getting those Shield of Righteousness 3-holy power crits and Crusader Shield procs. I have no rage issues on my warrior unless I macro HS into every ability (which is ridiculous), and since you can just spam Devastate/Sunder Armor, your threat is basically endless as a warrior.In conclusion though, none of the tanks are really resource based anymore unless you count the first 2 seconds of combat, where every tank has trouble with getting aggro when DPS are desperately trying to get all their CDs popped 10 seconds ago. If you're having trouble, it's because you're not managing shouts, AoE abilities or rotations correctly. Or just tell DPS to back off / don't care if they get aggro and die from their impatience.
