Gear has been a tough subject, particularly in a world with Intellect Plate and Leather Intellect Hit. Should an item be on the drops if it can only be used by 3% of the population?
The reduced boss roster in Cataclysm is an issue, certainly, but really the question is how to handle loot on an ever-expanding list of classes/specs, particularly when there's generally not much overlap. Sure, reforging exists, but if the best-in-slot item has sub-optimal stats, people will complain. And it's fair - it's like a debuff specifically on them.
Is there a better solution? Random drops can be horribly flaky, and even if the item exists, you may never see it. (While that Hunter-only item drops by the score.) Badges are strong and fair, rewarding people for their effort, but it feels a little flat... like a job. A little too close to home. Tier tokens are pretty effective, and I wouldn't complain about seeing it extended to non-tier gear (non-tier tokens?)
