True, but the haste/crit problem becomes really annoying when you reach heroic level raiding. LFR and regular raid players just need to farm points and they get their hands in 70% of the bis peaces for that tier... and many of those actually have mastery on them.

As far as tier set bonuses... Idk, I like dragon soul set bonuses, it really ups lightning bold damage dramatically and makes summoning those lovely wolves all the more enjoyable.

Weapons... now that's a bummer for enh shamans. We have kill Death Wing twice and pray to the Naru that one of those back stabbing rogues doesn't decide that those Legendary Daggers make their ankles look fat so they just HAVE TO roll on the axe... cause... you know... those 5 other non-legendary weapon choices that they have aren't good enough.
