You can use any unit frame addon to put the target frame wherever you want, and track solely your dots/debuffs.

So the answer to your question is no, you can't move the nameplate. But just use the target frame. Because that's kind of what it's for.

The only advantage to tracking dots on target frames is in multi-target/aoe situations.
