Shinae is correct. It will be a new currency, and we won't lose the currency we already have. The Dalaran Cooking Awards couldn't be used for Cataclysm recipes, and we didn't lose those awards when Cataclysm launched.
Dalaran Cooking Awards can be used to buy Northern Spices; Chef's Awards can be used to buy random Cataclysm meat and Cocoa Beans. A stockpile of 2,000 Chef's Awards will mean the same as a stockpile of 2,000 Dalaran Cooking Awards: use 'em, save 'em, ignore 'em. They don't take up inventory space, they can't be traded.
My guess is that Pandaren Cooking dailies will take place in Pandaria. Probably not a neutral quest giver, since both SW and Org are lagfests as is; more likely the major travel hub for each faction. And I'd guess there will be level requirements. And the dailies probably won't give a skill-up, since you can already do that back home.
