That's what it looks like to me.

That video is from a wow insider, since it's wow insider's youtube channel, I'm betting it was Allie Robert that made it but that would be just a guess, but as far as I know it's impossible to have your UI, and have a video without the UI.

Now, you can easy stream and upload a cropped version of the game with something like xsplit, but you're going to lose the edges of the gameplay just like in the video you linked.
