25's are too much work for logistics. It has nothing to do with the game being harder/easier between the raid sizes. I used to run 25-mans and spent the majority of my time online recruiting, dealing with issues, fighting attendance, or explaining to people why I had to recruit 30 people for 25 spots.
The game needs to be a game for raid leaders too. When we moved down to 10man, my life became drastically easier. The raids seem way more personal and it's actually possible that the players in the run genuinely like each other. That's harder to do in 25 mans.
Blizzard offers the choice. And it looks to me like the majority of people have made the CHOICE to play in smaller guilds. I actually prefer 25mans, a big reason why I love LFR. But when it comes to the management, I choose less stress for a game over a 2nd job.
