I am sure in a perfect world, 25 mans would be a dream to run in. However this is not a perfect world and everyone in wow has their own priorities set when it comes to raiding. The bottom line is this: it is far easier (and enjoyable) to find 9 other good raiders to raid with than 24. I raided 25 man throughout Wrath and I made far more progress with 10 man raiding in Cata than 25 man raiding in Wrath. Making the loot equal in iLvL was probably one of the best decisions Blizzard made.
