The incentive argument is lame. If you provide multiple formats, why should one be treated favorably over another? Simply to encourage people to engage in something they'd prefer not to? This is a philosophy shift Blizzard has been moving towards for a while: removing elements of the game that are simply not fun.
I agree that things should be balanced. And I don't even mind 25s having some advantages, which they do: easier legendaries, far faster loot acquisition, etc. If people keep leaving, its a message.
I say this as someone who was in a dedicated 10 man guild in Wrath who went into Cataclysm ranking competitively in the US (couldn't rank really in Wrath for obvious reasons). Its easy to say incentive is the reason, the reality is that many of us simply prefer to comfortable ten man environment. Its a closer group of friends. And yes, its less to manage in terms of attendance, etc. Blaming it on loot is very, very shortsighted.
