Plenty of people are willing to raid in 25-man guilds, but NO ONE is willing to be the guild master of a brand-new 25-man raiding guild, because the ease of entry to get 9 friends to come hop in a raid with you is sooooo much easier than trying to get your 9 friends plus 15 strangers from the guild recruitment forum to come join your guild.
