They're just arbitrary impositions placed on us by old code. I want 13, or 27, or perhaps even 3 or 4. I want to play with my mates whenever they manage to get on, and take as many as I can find and it still be a challenge. We'd get loot appropriate to the head count, the boss/add damage and HP would scale as would the add count. Sure there would be compromises, but there is in the current 10 and 20. It's roughly what Guild Wars 2 is looking to run with thoughout it's instances, and it should be the ultimate aim for Warcraft to ensure people continue to enjoy the game the way they want to.
