I agree whole heartedly that Mercenaries are the way to go. In a lot of the lore WoW has drawn from to form it's own lore, mercenaries are viable. They could have their own faction limited to certain races that, due to stress amongst the current factions, have decided to fight for the highest bidder. Would be easier to design for going forward than to allow it in older instances where the base faction (the one used during leveling) would be the faction you are stuck with until able to join the Merc's. This is not something I expect in MoP but possibly in the leadup to the expansion after Mists. As stated in the previous comments, this would not work for certain races but can definitely see it happening for dwarves, tauren, goblins, undead and possibly pandas. I don't have a lot of RealId friends and usually prefer to pug but if their were a faction of Mercenaries with their own home city I guarantee at least one or two of my characters would be members, probably my dwarf shaman and tauren druid. The only problem I can see is flagging them for the appropriate faction when in battle so their team is not attacking them based on race. Heck there are already tauren, dwarves and humans banding together in Tol Barad as outlaws so it is not that great a leap to conceive a mercenary faction without them being outlaws. For the purists, no one is forcing you to join this faction, it is a viable choice to only be made for those willing to expand their game play a little.
