A:
No. The timeline of level 1-60 zones will stay in the time of Cataclysm. And when you enter the zones that require higher than 85, Deathwing is already dead in their time. The story of Mists of Pandaria will set roughly 1 year after Cataclysm.
It's sad that we won't get to see what happened to those zones after we've played through them, especially the ones that basically ended in cliffhangers (Hi there, revamped Westfall), but I guess this was to be expected.

Not really. I mean, I still have no idea whether Gryan Stoutmantle is alive, whether the town was saved or rebuilt ...
