A straight gem style (secondary) stat buff perhaps? Like cogwheels but useful for the entire expansion.

Building on this, why not have glyph "slots" on gear and divide the stats that JC and Inscription provide for. Food for thought (or maybe not).

I like the thought of a weapon glyph. Weapon enchants would boost a stat, and the glyphs would add a proc. Blizzard would have to balance the two so players would have to make a choice of which one to place on the weapon.
