Their moonkin suit provides a buff the way the tree suit provided a buff. I've just recently picked up my resto druid to finish leveling her, its a little weird to think of tree form as a cooldown. I'm glad its there for emergencies, or situations where I know mid-boss fight I can use it because it'll last long enough to get through and just about be ready for the next boss (or I can hope anyway).
I think the big argument was that it was stated that perma-tree was removed so that one form of druid can see their gear all the time. Which, I think is a buncha hooey. But, thats ok. Moonkin form could have been 'sacrificed' to being a cooldown as well, if it had been chosen instead, then Boomkin community would be the ones complaining. Cats and Bears need their forms. Shapeshifting is what makes druids different from the other classes.
