What does this mean for dual wield Frost and spell hit? What are we going to have to stack in order to land Howling Blast?

In Mists, spells will always hit against bosses if you have a combined expertise and hit of at least 15%. If you reach the melee special attack hit cap (7.5% hit and 7.5% expertise), you won't have to worry about spells (such as Howling Blast) missing.
