Look at RAF. It's a great program that rewards new players but ultimately benefits the recruiters the most. The faster leveling, free levels and game time make recruiters want to go out and recruit as many people as possible.
This program doesn't provide as great an incentive. The mount's are basically recolored versions of old flying mounts we've had for five years. Plus, how many of these are you going to want to get? There's little incentive to keep bringing back more people after you've earned your first five opaque griffins.
Sure, there's always the reward of bringing old friends back into the fold. But added incentives like RAF's encourage recruiters to go the extra mile and think "Gee, I bet I can think of more people who may want to play this game or who have already." That's how good promotions work.
