It's simple. You're talking about two completely different concepts that can exist simultaneously.
a) 1-60 revamp. This is directed at re-playability and ensuring brand new players don't hate the first 60 levels and instantly get bored/frustrated and quit the game.
2) SoR changes. These are directed at old players who can now be convinced to come back to play with their friends. The free 80/transfer, just ensures that these people aren't turned off by the prospect of paying transfer fees or having to level another character from 1-85 just to be on their friend's server.
Nothing about the SoR says, "We don't want people to play the 1-60 revamped game at some point." It just says, "In this one specific instance, it will be beneficial to allow some folks to skip that once."
