Since Expertise is now Hit Two, what use is Expertise? Just bake it into Hit.
And if the PvP stats don't take up itemisation budget, why not just make all PvP stats baseline? I don't... GAH.

To force melee to stand behind the boss. It really just means there's additional value for expertise beyond cap that hit doesn't have.
In all fairness, stat caps aren't terribly compelling to begin with.

Spell pen was used in PvP to bust through Mark's resist component.
Casters aren't going to have exp on gear, it's just for we enh shamans, paladins, DKs, and kitties so when we cap our melee accuracy, spell is capped as well. The only benefit casters will have is another source of hit to reforge to.
Critical mass is not crit damage, it just adds a 130% modifier on crit chance.
PvP Power is there to help even out the Defense geared players will have. At current, the high amounts of resilience slow down combat too far, giving healers too great of an advantage. Given enough Power, a rogue, for example, can act like a rogue again with lots of burst rather than their current role at the high end of support. Only the base resilience is there to help out ungeared players, the rest is all for the actual PvPers.

The PvP Power and PvP Defense is the same mechanic Rift uses and it works very well.
