Technically, you can do it now with the Scroll of Resurrection, if you have a second account that you've deactivated for some reason. Might I remind all of you out there who RAF'd for Swift Zhevras or X-53 rockets and have an account lying around that it would be perfect for resurrecting, granting a level 80 character, and then transferring that character back to your main account? That's essentially purchasing a level 80 character, no?
As for whether you will be purchasing already-leveled characters from Blizzard, the answer is most likely no. However, I could see Blizzard setting up something like Diablo III's character sales on the Auction House. Who knows? Maybe one day, you could buy new characters with your Blizzard wallet from other players. The bottom line is that I think Blizzard likes the idea of player-on-player transactions for game/power-related items, which I'm fine with.

No, I do not believe that this feature is coming any time soon. Personally, the last thing that I want is to have the old instances and raids to be challenging again in any fathomable way. In fact, I like those places because of how easy and fun it is to farm at my heart's content. Sure, the allure of old-school raiding and having to pay attention to Molten Core bosses sounds fun now, but no one in their right minds wants to devalue their power in game. I just don't see the need for the feature.
If you want to complete raids at raid-level-appropriate gear and levels, you can do so by turning off experience and gearing up your characters like it's 2005 all over again. Here's the secret -- no one wants it to be 2005.
Challenge modes, like Cutaia said in the comments, are the closest thing to the type of system you envision. There, players can meet and defeat challenges that will normalize your gear, preventing you from ever outgearing the challenge. Challenge modes will be offering cool cosmetic transmog rewards, titles, and more. The item normalization keeps things fair.

Blizzard has explicitly said that it is working on a radical fix to the server population issues that are present on many servers right now. We have no idea what Blizzard is planning, however, so your guess is as good as mine. I think there will be massive server migrations and merges in the future, but we won't see it. It will all happen behind the scenes. We will still log in to our servers, but there will suddenly be a bunch of new people around. It'll be weird, sure, but more people is good people.

Timing is very, very important with the next few World of Warcraft product releases in order to retain the most subscribers and pull in new players. You'll see the success of the Scroll of Resurrection program in the number of old players who will purchase Mists of Pandaria. The setup and timing is thus: You, as a current player, have the incentive to bring old players back because you get rewards. Old players are incentivized to come back because they will receive up to Cataclysm, no matter what version of WoW they had, which puts them in perfect purchasing range for Mists of Pandaria.
It's early to tell, but the initial reaction to the program has been fairly positive. I'm going to be inviting my friend back to the game so that he can check out the stuff he's missed, especially since the game is so casual-friendly these days. Will people stay after a month or so? Who knows? But there is a whole bunch of content for them to check out while they wait for the next expansion.
Now that Blizzard's got these old account holders back, it can offer them the free Diablo III for a year commitment and it's held another player until the expansion drops. For what it's worth, I think you'll see big numbers from the new Scrolls program.

I'd suggest browsing the info at http://wow.realmpop.com/eu.html
You can drill down to only PvE RP realms and then sort by total population or A/H ratio and try and find a decent sized server with a good ratio. Then you can even check the server to see some of it's largest guilds. I assume the language the guild names are written in can give you a decent idea of what languages are common on the server.

I think you would enjoy wyrmrest accord. We have lots of people doing pugs raids. Even old content. It's said to be one of the best servers for RP also. Pvp I pretty strong here on both factions. Thegratefuldead are looking for members so look me up when you get here.

I'm on Emerald Dream Horde-side and I love it, some good RP, some good WPVP, but then again, I am a little biased (having only really played on 2 different servers). Anyways, check out a realms forums before you transfer so that you get an idea of what it is like before you spend the money.

AD-EU has the largest population for RP realms atm, but it can be a real mixed bag. Its not always easy to break into an old established community like it, but there's a lot of variety there through sheer numbers.
ER-EU the another RP server that's been around since day 1 and its got a really strong dedicated community feel. In particular ER-EU's horde has had strong development in the last 4-5 mths with guild events, large open events and RP-PVP cross faction campaigns too. And there's a warm welcome to newcomers and RPers of all (or no) experience as long as there is enthusiasm! I'd suggest checking out here on the RP forum;

In terms of pugs I play alliance at lvlcap so I can't vouch for the quality of horde ones, however they are there to be had and there's a wide selection of 10 raid guilds, though the 25s scene is limited. And speaking as a mainly alliance I can tell you ER-EUs Horde tend to kick our butts in PVP so you can expect lots of TB time etc :)
Anyways hope you find something to suit you, even if its not my (obviously very biased) beloved old ER!

I didn’t know you can transfer a LvL 80 character form one account to another,
I have 2 accounts that I’m playing with the same credit card can I transfer a lvl 85 for one to another?

If both accounts are under the same name you can pay to transfer characters between accounts.

Back when my account and my husband's were under the same name/credit card (before RealID made us want to have the accounts separated), I took his level-capped hunter and rogue onto my account when he quit the game. (He came back later and rerolled his toons because he enjoys leveling.) I don't think there was even a fee involved for us, although I think there is one now.

I used the SoR from my primary account to reactivate my tertiary account. My 3rd account is on a different email from the other 2. I was able to get my 7 days free, auto boost a newly created lvl 1 hunter to lvl 80 and then pay the £15 for a transfer to my primary account.
Now to determine if another £9 is worth it for the mount or not, I'm thinking no tbh.

Maybe I'm not fully understanding this sentence...
Do you mean that one day, in an attempt to balance or populate a server, Blizzard will move toons around without the consent of the paying customer? Please tell me I'm crazy and I'm not understanding.

I think he's guessing that Blizz will wholesale move all the characters on one server to another server, possibly while keeping it so your log-in screen shows your 'old' server. Not sure how that would work with duplicate character/guild names...
Take a realm that's 95%/5% A/H and merge it with one that's imbalanced the other way, and it'll be barely noticed.

You misunderstand. He means that server mergers may happen, but behind the scenes. You'll still be on your realm, but it will be merged with another realm. Two or more realms - one actual game server, so all those realms play together.

Kind of? Basically, the idea is that there will be low population Server A which has a lot of alliance (relatively speaking, it doesn't have that many people at all, but it has more alliance than horde). Then, there's low population, mostly-horde Server B. Blizzard merges the two servers behind the scenes to make medium population, factionally balanced server "A-B," and all the characters on each realm are effectively "moved" to the new "A-B" server. That's people's thought anyway - it could be something as simple as "closing" some low pop servers and offering free/automatic transfers to another.

I think Mat is trying to say that I will log in to Server A and you will log on to Server B and we will still have those server associations, but you and I will be running around the same Stormwind/Ogrimmar and be fully able to engage in frivolity.

PvE realms are, as a rule, Alliance-heavy. PvP realms are Horde-heavy. So, not many opportunities to fix faction imbalance with this kind of merge, unless PvP and PvE realms are merged together - and I believe everyone can agree that this would be a horrible idea.

It's what I usually call "Virtual Merge" when I suggest this on WoW's forums. It's the same effects of a merge, but without really merging realms; it can also be undone if needed - say, if the "merged" realm starts having queues.
BTW, I believe AoC is developing this, and TSW plans to launch with this capability built in.
It also would either require the actual game server to be able to handle identically named characters, or else a huge move away from realm-unique names and into game wide-unique names. I would actually like game-wide unique names - as long as it came together with something to increase the amount of usable names to high enough numbers to handle WoW's player base, such as allowing surnames.

It's an interesting theory, but I think you would definitely "see it" if your server population suddenly doubled. What if you check the Armory of the guy standing beside you and it says he's from another server? They would have to allow cross-server trading between the two servers if they did this. Would the two auction houses be merged too? It would definitely be possible, but it would cause some issues.
