Blizz only said that the annual pass people would be guaranteed access to the beta. At no point did it ever say at what point during the beta they would gain access.

So, with a million people signed up, my guess is that Blizz will simply not do waves of public invites like it did last time and just do waves of annual pass invites. Long as they grant beta access a day or two before it ends, they've technically fulfilled their contractual obligations.
