Assembling your own raid group is all about finding a "diamond in the rough", the rare player who is competent, civil and respectful. Finding multiple diamonds on a largely empty server is extremely unlikely as most good players will be taken, and you'll find yourself vulnerable to having your members poached by more-progressed guilds.
