For those of you looking at every pixel of the image, notice the new boot, belt, and legplate models on the tauren as well as the new architecture and environments. Check out a larger version of the picture for increased detail.

It utterly baffles me why they would show off such beautiful models and scenery to have these guys wielding low res weapons. Kinda spoils it.

I´m betting it´s the new tauren model, notice how the two figures have different horns (like a costumization option), why would they go to the trouble of creating new models that are clearly superior to the actual taurens we have now, just for them to end up being some new npc race? Wouldn´t make any sense.

Definately new Tauren model. I have no doubt. Look at the one in the distance, much more Tauren like...horn style and all. I just refuse to believe Blizz would do a new cousin-to-the-Tauren model after millions of players clamoring for new models.

How can you say this is "definitely" the new Tauren model? This is an NPC for Pandaria. Blizzard have constantly denied new character models on the strength that it is too much work. I'd love to see new models, I don't see it happening anytime soon. I would loved to be proved wrong though.

My thought process is...if they have a new tauren model why would they make brand new yak-men using the old model? That doesnt make any sense.

I'm sorry to burst every Tauren's bubble but this isn't going to be pictures of the updated taurens.
That's a yak based race.
go bring up the picture of the yaks and compare it side by side.
Exact same coloring of fur, same nose ring, and those are yak horns not bull horns.
That said I'd assume it'd have at least some things in common with what they'd be working on for the updated tauren model, but don't put too much stock in it till you see something confirmed.

If these do end up as a new character model, it makes my personal debate of choosing between an orc or a tauren monk INCREDIBLY easy. Love the look.
