Cigarettes are illegal for minors to buy, so that's the difference, if a game could be considered addictive.There was an arcade game called Tapper, which featured a bartender running back and forth and filling people's beers, and throwing them at them. It was branded by Budweiser. It was meant for an adult player, and most of the machines were located in bars.Some of those machines, however, were located in restaurants or other places where kids could play it. The US government saw this as advertising alcohol to minors, something they take a dim view of.The game was recalled, all references to Budweiser were removed, the beer changed to brown, and the game renamed "Root Beer Tapper."
