The surreal concept of neutrality in Warcraft

The Argent Crusade is just one of the neutral factions in WoW, along with the Cenarion Circle, the Shattered Sun Offensive, the Earthen Ring and many others. Chris Metzen spoke about the Argent Crusade and the concept of neutral factions in our Mists of Pandaria press event interview, citing the Argent Crusade as one of the neutral factions that just rang true, whereas the Shattered Sun Offensive simply didn't feel quite as emotional.
But here's the thing -- the Argent Crusade, while being very active in Wrath, is hardly doing anything at all in the Western Plaguelands. There's a fight for Andorhal going on on the Crusade's doorstep, but they aren't stepping in. The Forsaken -- members of the Horde -- are actively seeking out activities that look suspiciously like Scourge activity, even going so far as to recruit the val'kyr, former servants of Arthas.
So ... what gives?

One of the statements made in the article that really rang true was that nearly every neutral faction in WoW has acted in a vacuum. While there are two notable exceptions to that rule -- the Ebon Blade, which promptly dissolved to its various factions' sides at the end of Wrath, and the Zandalar, who once befriended us in order to take down Hakkar and now seek to rebuild the troll empires of old -- other neutral factions stand out like sore thumbs, particularly in the face of Cataclysm faction conflict and even more upcoming faction conflict in Mists.
The Cenarion Circle is led by the night elves, and one of its more notable leaders is Malfurion Stormrage. Malfurion works quite happily with both Horde and Alliance in Hyjal, seeking to reclaim the burned peaks and protect the Well of Eternity. Yet in Ashenvale, the fighting between Alliance and Horde has reached a fever pitch, with Horde windriders openly attacking Astranaar, Maestra's Post, and Silverwind Refuge. In Stonetalon Peak, the Horde detonated a massive bomb, wiping out the druid training area, Thal'darah Grove. The list goes on and on, here. The amount of atrocities committed against the night elves are absolutely astounding.

Neutral factions are just an odd concept when you think about it, especially when they involve faction leaders. It's slightly more understandable with Tirion Fordring, who befriended Eitrigg in the novel Of Blood and Honor by Chris Metzen. Tirion understands that some orcs can be honorable creatures -- and he's willing to prove his point by sacrificing his position in the Alliance to uphold his moral standards. So perhaps he'd be willing to look the other way where the orcs are concerned -- but his steadfast ignoring of the val'kyr's presence is more than a little surreal, given how valiantly he fought in Wrath.
Is this simply a case where gameplay and design trumps story? Is there a way to present a dynamic neutral faction and keep them dynamic? It would be odd to see a formerly neutral faction choose a side, but given the amount of faction conflict arising in Mists, maybe it's time we actually see it happen.

There's even a little nod to it in-game. The infirmary in Dalaran is full of level 20-ish Kirin Tor, too badly wounded to identify their attackers.

The elephant in the room is getting too big to ignore. Argent Dawn? I'd have preferred the Scarlet Crusade fighting a Forsaken special ops faction for the Plaguelands.
Cenarion Circle? They should always have been Alliance-only, with the Earthen Ring as rivals working towards similar goals.
Kirin Tor? Levitating a city? Mere parlour tricks unworthy of the attention of Silvermoon's brightest, or perhaps even the Highborne, unwilling to help the kaldorei who hate them.

Cenarion Circle and Earthen Ring, while similar, are still quite different factions. Obviously, CC is for druids and ER for Shaman. Both derive their powers from nature, but from different sources - shamans rely on the elements, druids call on the "power of the Wild".
More notably, their goals are quite different - where Cenarion Circle can be described as WoW's Greenpeace with their treehugging and whatnot, Earthen Ring is more concerned on acting as a mediator between the elements, trying preserve the delicate balance of the world.

Let me give a piece of advice. Never let your thirst for blood, vengeance, or glory for your faction cloud your judgement. Going in that direction only serves to make you more barbaric than those you wish to eliminate. The reason these factions are neutral is not because they serve a leader or belong to a faction. These neutral parties serve to protect azeroth as a whole from serious threats as opposed to regional conflicts that either side engages in. The cenerion faction has always been about protecting the balance of the elements. The argent faction has always been about defending azeroth from the threats of the scourge. Their whole existance is dependant on keeping that neutrality which is why both sides have openly pleaded with the other to stop fighting. That is why they make no efforts to block any race or faction from joining as they understand that their fight is for the existance of all parties. That is why the argent faction has not chosen a side. To choose a side is to risk the destruction of the argent faction itself as well as taint all future efforts as people question whether that faction is working on their own or working at the behest of a faction that is using them to acheive their own ends. You must remember that these factions are neutral for good reason and should remain so. To taint them with partiality is to risk perverting their very nature until there is no reason for them to exist at all. I have been a loyal supporter of the argent faction since before bc even existed so I would hate to see the dreams and efforts of so many get ruined all in the name of satisfying some faction's desire for vengeance and glory. That would only lead to the barbarism which I referred to earlier.

The point isn't that neutrality is a bad thing, but that neutrality is a very *difficult* thing to maintain. Neutral factions should not exist in a vacuum, where nothing of the outside world filters in.
Take the Argent Crusade - just outside their HQ they have farmers being killed and raised as undead, along with a massive territorial scrap between the Alliance & Horde, along with former minions of the Lich King. You'd expect their opinion to carry some weight.
Would the Forsaken risk offending them and sending the Argents to join with the Alliance and push *all* undead out of the WPL?
What about the Val'kyr conspicuously flapping about the battlefield? Wouldn't the crusaders at least insist on no blatant necromancy in their front yard?
Two of the Ebon Blade's commanders lead the Alliance & Horde armies - would they seek the assistance of their old allies? Would the Argents want to mediate, possibly with a peacekeeping force in Andorhal?
But instead, nope, they blithely carry on and ignore the world immediately outside their window.

Um, the val'kyr don't show up until the very last quest you do in the zone. We have no idea what Tirion and the Argent Crusade's reactions to these events will be, since they haven't happened yet. When you bump into Tirion in Hearthglen, the events you're talking about haven't even happened yet. Of course he has no reaction to them...

Keep in mind too the sources: Frantic Alliance survivors of a massacre who could reasonably be expected to try and turn the Crusade against the Horde with lies, and triumphant Horde warriors with no real reason to spill the beans on what really happened.
And there's no reason to think Tirion would have any real idea what was happening as far west as Silverpine.
I think the story in WoW is sabotaged more by how small the world NEEDS to be for gameplay reason than anything else. Imagine how long it would take for someone in New York to know what happened in LA with medieval travel times, and you've got a much better explanation for the Crusade's inaction.

Alliance players enter WPL through Chillwind, and quest through Andorhal before moving onwards to the lumber camp. The Horde breadcrumb also leads directly to Andorhal first, and the Horde players are already massacring farmers and raising them before the Heathglen quests get led to.

The Forsaken are massacring farmers in WPL, the same zone as the seat of Tirion's power. This isn't New York not knowing what's happening in LA, it's New York not knowing what's happening in Yonkers. Also, keep in mind that WoW isn't a medieval setting, it's a setting with tanks, and jet aircraft, and messengers have the ability to teleport across continents. While it might not be as effective as Twitter and a smartphone, news travels fast in Azeroth.

I consider this lazy writing and slooppy lore. There could and should be ramifacations justifications for this but the lelts just roll and ignore it prevails.

On an RP note, my neutral character is a Forsaken who misses home and still has ties to the Alliance, but can't exactly join it.

I feel in many ways, that what Bliz has done with the Forsaken and Garrosh, are the primary holes they've dug for neutral factions.
Garrosh, we now know we're going to do something about. I wouldn't be at all surprised if he turns into one of those "I know I made a mistake, but my pride is too strong so now I'm going to back myself into a corner and tragically die now," stock figures. But something will be done.
In just about any other game, the current Forsaken would not just not be PC's, Undercity would be a raid. From somewhat sinister, they've gone to crazy, evil, sociopaths, bent on world destruction/domination. They've simply pushed Sylvanas and her ilk too far over the brink. There either needs to be a correction, either in personality, or by killing her. Unfortunately, she has a ginormous fan base, including within Bliz, so they're going to need a hell of a ladder to climb out of the hole.
And it bothers me, because one of the things that the Wrathgate quest chain(and actually much of the associated vanilla/bc blight quests) was that Varimathras was largely in charge of the creation and implementation of the Blight. Sylvanas had what felt like a hand in a cookie jar that she didn't know didn't have cookies in it. They had an opportunity with the siege of of Undercity, and Varimathras' death, to get the Forsaken away from all that. To have purged the insanity, regained some respect, and turned into if not nice, at least a more reasonable group. Instead they wen't the other way, and are digging to reach China.

Amen. Hit the nail on the head. They're 'correcting' Garrosh, but where is the reckoning for Sylvanas? The use of Val'kyr is probably the main reason continuing Argent neutrality is so ridiculous to me.

My take on this is basically that the story can't focus on everything at once, and it would be stupid of them to dissolve the different factions that they have when there's potential to give them roles to play in the future.

No, you can't focus on everything at once. But looking at our big offenders: Tirion is real big on the anti-undead bandwagon, and he's an independent power. I don't expect him to react to the events in Silverpine or Gilneas; he's got lots going on closer to home. But Andorhal and the surrounding farms being overrun by Forsaken slaughtering and raising people? That deserves some sort of reaction.
Then there's Malfurion's complete indifference to the Horde's razing of Azshara and Ashenvale. Maybe he should let Hamuul deal with that, but somebody from the Cenarion Circle (and/or its associated subgroups) should be taking the Horde to task for this stuff. Heck, just have the quest text change if you're flagged as finishing one or more of the worst nature-unfriendly quests would be fine; it's the sort of thing that can be done, since we saw it in Gryan Stoutmantle, Bolvar Fordragon, and Varok Saurfang back in Wrath.
Right now we're supposed to believe that those two factions have goals that they really, truly believe in... except when a faction that includes PCs does it; they get a pass.

Then don't take the time to update the faction if you're not going to update them correctly. Blizzard didn't touch the Zandalari tribe for the better part of six years before they integrated them back into the story. Blizzard took the time to show the Argent Crusade fighting against necromancy in Tyr's Hand and Stratholme, to show them trying to rehabilitate the land in Western Plaguelands, and then they don't even acknowledge something going on right on their doorstep that violates all of their principles they've made a point of showing them having?
If Tirion was still wearing leather and loitering in a shack on the Thondoril river, I could see that as a justification. But that's not the case here.
