Wanting a "turn off shoulder option" has been on many players' Blizzard wish lists for a VERY long time.
Unfortunately, Blizzard has consistently refused, though their reasons have ranged a bit. Mostly they seem to center around the artwork of their shoulder pieces being a defining look of the game that they do not want to loose.
I know for my part, my entire transmog set for my main was centered around trying to find as invisible a set of shoulders as possible. Even on a clothie this proved difficult. Most of the shoulders that were not bigger than my gnome's head were still brightly colored and/or pointy.
In the end I settled on a pair of Northrend shoulders that curved down and look like leather football shoulder pads. Not ideal, but they were by far the smallest visual profile I could find, and when matched with other brown items they blended in slightly.
Here's hoping with all the rest of their visual changes Blizzard eventually adds a "Hide Shoulder Slot" setting. /fingers crossed
