I would imagine it's so that healers who dual-spec into DPS have an enchant that gives them more regeneration for healing. If you're a holy/shadow priest who would prefer Heartsong for the regen, that enchant's very much sub-par for shadow spec, so you currently have the choice of Power Torrent on one weapon for both specs, or putting expensive enchantments on two weapons.

I imagine Blizzard has noticed that Heartsong goes for a lot less on the AH and a lot of healers are picking Power Torrent anyway.

Windsong currently gives a bonus when your spells deal damage, no mention of healing, but it's very early days yet.
