Watching the beta livestream on mmo champion I noticed that there are Hozen present on the wandering isle and found this odd.

If Liu Lang set off on his own on the turtle Shen-Zin Su how did these enemies come to live there?

Surely as the turtle grew and others joined the community the could have screened who was getting on?
