I wish they would completely clarify this once and for all. As best as I can tell, the Report Spam button doesn't really do anything unless enough people do it. Otherwise, it would be a huge time-sink for GMs since so many people use that as a temporary ignore. So, it will quickly silence a gold spammer because 50 people will Report Spam those as fast as they can.
But if someone is just swearing and spouting slurs in /bg or /trade, the odds of you being the only one to click Report Spam go up, because the community often ignores these things.
Situations like that, then, I'd recommend using the actual ticket system like Holisky says. It's much more useful at actually getting action taken on these players.

I love the "temp ignore" button. I use it for anyone that says something stupid, posts meters in LFG, and even for the hunter mod that makes pets randomly say stupid suff.

Weird thing is, you can actually report someone in your friend list by specific infraction, iirc you have "report spam" , "report abuse" and "report name".
Why can I only screw up friends blizz?!?!?
