The benefit to an over time mana gem instead of instant, would be that if played correctly, it would allow you to stay at a slightly higher mana percentage during your burn as arcane, by popping the gem earlier than you would if the mana return was all instant.

This glyph would be the inverse of the glyph that Rets are getting for a doubled Inquisition duration, for 10% less bonus damage.

Looks like there are at least 3 of us to see it that way. Definitely a good thing for an arcane mage, bringing a bit more depth to the to-be revamped spec.
