Hmm. When the Horde complete A New Enemy the quest text seems to implicate Garrosh is in cahoots with the Dark Shaman: "Good work, Hero. This will make it very clear how Garrosh is going to deal with failures..."

Perhaps there's nothing similar on the Alliance side because SI:7 already presume (or have further knowledge or proof) that what's going on in RFC is Garrosh's operation.
