If you feel confidently that this technology exists then your confidence is misplaced.
There are currently no glyphs in game that change a spell's graphical effect without also changing the mechanics of the spell in some fashion.

Glyphs that change the way that a spell that changes the models of yourself or other people do not count, as the technology allowing player or NPC models to be swapped for other player and NPC models cannot also be applied to spell effects, they are very different things.
