Mists of Pandaria Beta: Watch the Horde intro to Pandaria
What is most surprising is Garrosh's behavior at the beginning of the event, signaling the beginning of his lack of control. Supplies are running low, support is running thin, and each of the various nations of the Horde are having trouble paying their dues. Silvermoon, it seems, is in a precarious amount of debt. Garrosh's patience with his allies is wearing thin, and his brashness might be taking over a bit too suddenly.

However their city is maintained and built mostly through magic and last I checked magic is free. One of the few references to actual manual labor is Worker Mo'rrisroe who has been clanging his silver hammer in that back room in Silvermoon for years now.

Magic is free? Doubtful, and besides the point. Magicians are skilled professionals with years of schooling and training (ie, their time is valuable), and spells have to be maintained or replaced. And as we all know, working magic degrades the equipment you use; that's a cost, too. None of which even touches on the reagents required...

Thing is though, Jil, how does the fact that the blood elves have been rebuilding their city necessarily follow to them being in debt to Orgrimmar? I mean, it's not like we see orc labor being used to restore Silvermoon, or orcish brigades reinforcing Quel'thalas.
As far as we know, the blood elves have been paying for the restoration effort out of their own pocket, entirely self-contained, with their own people doing the work, which means the money never leaves Quel'thalas. And there's certainly no word of them taking out a loan from the Bank of Orgrimmar to pay for it.
More likely, Garrosh knows that Silvermoon (a city gilded in gold and precious metals) is a far richer place than Thunder Bluff, and so demands more cash out of the elves than he does the tauren.

I understand from Garrosh's words that, i don't think it's "debt", as in owing money to Orgrimmar. I think it's more like the "war effort special taxes" they failed to pay (it's not as if Orgrimmar, per se, it's wealthy... you can see it in their social structure: the productive class, the peons, are basically slaves.

It's their part of Garrosh's Orgrimmar mortgage payment... all that metal must've cost him a bomb. He should just ignore the metalworkers/builders and refuse to pay them... cos that never ends badly :P

The cutscene text clearly states "debt," though. That's proof enough for me.

As I said above in response to your own comment, the problem is Jil, we have no reason to believe anyone else in the Horde has any reason to owe Orgrimmar any money at all.
If Orgrimmar has no money to -lend- in the first place (and remember, this was a plot point in the Shattering) nobody is going to end up in debt to them unless Garrosh just arbitrarily decides "your contribution to our war with the Alliance is [X percentage] less than my people's own. You'll make it up with gold."

I really hope these are *very* beta introductions. They timing is bad, the dialogue is weak, and I'm not sure it'll even make sense for the Pandaren characters who get that far. We'll see.
