Also, unless I missed something, he doesn't actually specify what they owe. "over 9,000" gold, or "over 9,000" tanks or troops or bushels of apples. Not that "gold" doesn't make the most sense (even if it is just a drop in a player bucket), but maybe it's explained better in game.
