Orgrimmar has dough because of the Horde's military advances in Kalimdor, that would be a viable explanation. As for the others, it makes sense that Tauren are the least in debt -- assuming all Horde nations must contribute to the war effort with money/soldiers, Thunder Bluff is low on debt because they, along with orcs supply the most troops. The Forsaken also probably provide loads of soldiers, and their alchemical expertise must be a plus, so they're lower on debt. Silvermoon being on debt, well... They certainly should be able to provide all sorts of magical equipment, cloths, the works. Even their armies are highly trained and elite. However the city isn't fully recovered yet, armies are stretched thin, and they've had HUGE political problems. Although the city and its people appear rich, we don't know whether they're able to send either gold (needed for repairs) or personnel (needed to take back what land remains under Scourge control). Plus the fact that the blood elves have the smallest population of all nations in the Horde (less than 7.5% of their population before the war, according to figure's given in WoWpedia), and you can bet they're deep in the artificial bet Garrosh made for them.
