There's definitely some truth to this. ICC came out at exactly the right time with the right elements; it was WoW's "Moving Pictures," its "Leftoverture," its "A Night At The Opera." Other stuff will come out, and some of it might be really good, and some of it might even be empirically better in some fashion, but it'll never be the right time and place again. Arthas is spent, and recycling him could only make things worse. We'll never have a villain that's that good in that exact way again, and that's kind of a shame.
