Yep. Go check the MoP Talent Calculator on the main site. Destro locks will get an ability called "Auto-Wand" to fill the empty GCD's since, last we heard from Blizzard, the spec is supposed to focus on resource management like a Rogue or a Feral rather than the old Always Be Casting rule.
I can deal with having an auto-cast type spell to fill GCD's and even out DPS, my only gripe is that I bloody hate wands. Proper warlocks use a caster sword or dagger to carve our victims up for ritual sacrifices after we Conflagrate their face. Wands are so . . . Harry Potter.

Wands will be main-hand weapons like staves, etc., so you should be able to use a staff to "wand" if you so desire. :)

Except the tooltip for the ability specifically states "your equipped wand", or at least it did last I checked a week or two ago.
