He answered the question I asked. I would prefer that leather tanks get their own armors, but the answer given appears to be correct.

The result of this will be heavy demand for agility leather as it becomes the gear for 7 class/spec combinations, passing the old leader of 5 class/specs wanting dps plate. It will result in rogues directly competing for gear with 2 of the 5 tanks, lowering their desirability in raids and groups.

Regarding the guardian and brewmaster tanks having to wear poorly itemized gear, I expect their passive defenses will have to be balanced around that as bears currently are.
