Actually playing the Beta, the two specs feel different, if only because of the way they heal. (which is true for ALL healers, really).
Disc's fast-act oh-poop buttons feel distrinctly different than Holy's Stance-Dance.

That being said: I'd rather see PW:Shield take place of Flash-Heal for Disc completely. Penance, PW:Shield(with glyph for 20% to be heal instead of bubble) both have short CDs and work effectively as "oh-shoot" buttons. If they had a 3rd that would let them constantly use them would be nice. (Make a CD that turns Spirit Shell into an instant-heal would work wonders)

They don't need a spammable oh-shoot button(Flash Heal-style). They need enough interesting CDs to weave and feel good when they can go through that rotation in high stress situations.
