b) lets say you get together for the for the Sunwell. Youve got 2 warriors, 3 hunters, and 2 rogues. Red Man dies at the end. Could more than one person get a legendary bow since its per person instead of per raid?

The way it reads is that it's automatic in LFR, and could possibly be a chosen loot system in a normal or heroic 10/25 man raid.
However- The "free extra roll" with the charms things seams to work in any mode, and regardless of what loot system is setup. So you could have a master looted 10m, and use a Charm to have a single chance auto-roll for a free piece of gear.

Obviously things can change, and we'll know more once we get to see it in action.
(or not "See" it as it's mostly behind-the-scenes...)
