Traditionally, trolls are the members of the Horde most likely to engage in cannibalistic behavior (although if you see a tauren dressed in leather gear enjoying a Spicy Beefstick, you may want to suggest the local guards take a look in said tauren's basement). But it looks like the goblins are now getting in on the fun, if this screenshot of a lady goblin slow-roasting a rather contented elf is anything to go on.
