How does the game handle when Pandaren hit level 10? Could you refuse to choose a side and just kill boars or whatever to get to level 11?
You can grind boars (or whatever) as long as you like, but you can't leave the pandaren starting zone until you've chosen a faction -- and that happens at the end of the starting zone's quest chain. Nothing magical happens when you hit level 10. You can't skip the quests by grinding out XP.

It's per character. As other readers pointed out, these sorts of things have already been per character, and the price isn't terribly out of line for how much gold inflation we've seen over the years.

If Blizzard provides max-level premades, it will only do so when it begins testing raid content. Blizzard typically doesn't like handing out max-level premades in betas, but it's the only way to guarantee there will be testers available for max-level, endgame content. It may happen, but if it does, it's still a ways off.

If you're lacking motivation in WoW, I'd bet you're suffering from at least a mild case of burnout. Why not take a short break before Midsummer? Humble Indie Bundle V is in progress right now, and you can pick up some fantastic games on the cheap -- you pay whatever you want, with the Humble Bundles. This bundle includes Amnesia: The Dark Descent, Psychonauts, LIMBO, Superbrothers, and if you pay more than the average of $7.68 (as of 7 a.m. Central time this morning), you also get Bastion. I highly recommend beating the average; Bastion is an absolutely wonderful gaming experience. Just listen to the track I embedded at the top of this post. You want to play this game.
When Midsummer rolls around, return to WoW refreshed and renewed.
