Everybody stole my schtick over the weekend, so I'm skipping straight to the questions today.

Am I losing my mind or did they change how rest works in Booty Bay? Didn't it used to grant you rest while anywhere in the bay, before you got to the tunnel? Curious.
I vaguely remember a time where that tunnel counted as an inn, but if that were ever true, it was upwards of four or five years ago, maybe even back in vanilla. It's been a very long time and it was obviously a bug.

I can't recall Blizzard giving any indication like that for Mists of Pandaria. However, they did say they were going to try avoiding that in every previous expansion and didn't pull it off, so I wouldn't expect them to be able to do it now even if they said so.

Yes, absolutely! You can still duel, queue for Battlegrounds and Arenas, and participate in zones like Wintergrasp and Tol Barad. The only thing you can't do is attack just anybody out in the world.

Beta is beta. Many people are missing the vast majority of their pets in beta. It will certainly be fixed by launch.
