Only female pandaren have the long tail, and only female pandaren with the red fur. Male pandaren (regardless of fur color) do not have the tail. Blizzard said they were "listening" about people wanting them for male pandaren, but last I heard, there was no "Yep, we're doing it, y'all" statement. I think it's nice that female pandaren have that option, since they don't get a whole lot of customization in the face.

It's still planned for launch, but it's not implemented for testing yet. All signs, including datamined information, says that it's on its way to beta soon.

I'm honestly a little surprised every time that they say what length of time an expansion took place in, because every time they do it, the timeline gets more and more confusing and messed up. It's basically impossible to tell when any given event, even one with an actual "Here's when this took place" statement, actually took place in context of other events. I think Wrath took more than a year in story time, though. I'm sure Rossi or Anne can confirm.

Any word on if Blizz is allowing the RaF perks to apply to Monks at launch? I am planning on rerolling Monk when MoP hits and I would like to catch up to my guild as fast as possible so I am ready to raid when they are. Does anyone know if the bonus XP and/or the grantable levels works?
It worked with death knights once they were out of Acherus. It worked with worgen and goblins. I assume it will work with monks, based on those parameters.
