There's every indication that it'll be account-wide. Mumper's latest update on that whole thing was that only PvP mounts would be character-restricted.

While waiting in the Raid Finder queue, we often get average times and will often see a building group (IE 1/2 Tanks, 4/6 Healers, 15/17 DPS). However, after a short time, both the average queue time and the building group disappear (It becomes 0/2 Tank, 0/6 Healer, 1/17 DPS). Often, the game will try to match you with a group, but it doesn't take -- there are lots of reasons it could happen, from the group disbanding to that spot getting filled. Remember that the average queue time is just that and the state of the queue can change drastically in the space of a few minutes.

You don't need the snowball anymore, and as far as I know, the Winter Reindeer looks like it always does when you bring it out for pet battlin'.
