No word from Blizzard about it yet. It's extremely unlikely to happen in this patch, or even in 5.1. Maybe 5.2?

I completed Valley / Kasarang and did the follow up 3 quests at the wall, but nothing else was offered. And I've tried to follow wowhead and other guides, but the lead in quests they say to follow aren't yet available to me...
I've only done about half of Kun-Lai Summit. Is that the issue? If so, which story arc should I be working on to lead me to the Dread Wastes?

The quest you're looking for is called Falling Down, but you'll need to do a bit of Townlong Steppes first, if I remember correctly.

If your item level isn't high enough to get into heroics at 90, you should really really quest in Townlong Steppes and Dread Wastes a while; questing greens and blues there should be enough to get you into heroics. Barring that, you can always queue for normal-mode dungeons, which give JP. But really, just quest a little.
